Collaborating for inclusive and Gender-responsive Agricultural Management practices through research collaboration and Institutional learning: “MOU Signing between MPSU and CBSUA”

Administration Conference Hall — Mountain Province State University (MPSU), led by University President Dr. Edgar G. Cue, and the Central Bicol State University of Agriculture (CBSUA), headed by University President Dr. Alberto N. Naperi, formally sealed a Memorandum of Understanding (MOU) on 22 January 2026.

The MOU underscores a shared commitment to promoting gender-responsive agricultural management practices through research collaboration and institutional learning. Areas of cooperation include the exchange of students, faculty, and researchers; sharing of academic information and publications; joint research initiatives; co-organization of international research publications; and other mutually beneficial academic and research programs.

In her welcome remarks, Vice President for Academic Affairs Dr. Geraldine L. Madjaco emphasized the importance of prioritizing inclusivity and gender responsiveness in agricultural development. She noted that such efforts contribute to the empowerment of women and marginalized farmers and align with the CHED ACHIEVE framework and the United Nations Sustainable Development Goals (SDGs).

Meanwhile, President Cue reiterated the University’s vision of becoming a Highland Coffee University deeply rooted in local culture. He highlighted the vital roles of women, indigenous peoples, and youth in achieving this vision, stressing that the convergence of expertise and institutional facilities enables the development of policies responsive to both local communities and national interests. He further expressed optimism that the partnership will foster meaningful learning experiences benefiting the University and the farming communities it serves.

President Naperi was joined by key CBSUA officials, including Vice President for Business and External Affairs Dr. Cherry Live B. Montales; Vice President for Research and Innovation Dr. Dariel A. Palmiano; Campus Administrators Dr. Allan B. Del Rosario (Pili), Dr. Ernesto D. Doloso, Jr. (Calabanga), Dr. Kristine May Regazpi (Pasacao), and Assoc. Prof. Rowel M. Castuera (Sipocot); Director for Technology Commercialization and Promotions Dr. Jayson M. Danas; Director for Student Affairs and Services Dr. Jessel Anne P. Rodriguez; Director for Curriculum and Instruction Dr. Rey-Mark Basagre; Director for Institutional Linkages and Special Projects Dr. Christopher B. Dacer; University and Board Secretary Mr. Rey E. Sanchez; Assoc. Prof. Lily John Casimiro; Mr. Leo Francis Loberanes; Mr. Neil Albert Naperi; Mr. James Tranquilino; and Ms. Nineveh Mamangon.

The signing ceremony was followed by a cultural immersion at the Bontoc Museum and an agritourism visit, providing participants with a meaningful cross-cultural learning experience.
